Rhode Island lawmakers have completed their review of the state's response when Tropical Storm Irene came ashore in August.
A Senate committee held a third and final hearing on the storm Thursday and it plans to submit its report within several weeks.
During the hearings the committee heard from utility executives, emergency management officials and representatives of the Red Cross and other groups involved in the storm response.
Sen. John Tassoni, the chairman of the panel, said Irene showed a need to improve communication and coordination between utilities, governments and emergency responders.
Heavy winds downed trees and power lines throughout the state. More than half the state's electric customers were left without power, in some cases for several days.
