National Grid said power was restored before noon to several communities and the University of Rhode Island following an explosion at a substation.
The explosion and fire happened at about 9 a.m. at a substation on Shumunkanuc Hill Road in Charlestown.
At the peak of the outage, between 17,000 and 20,000 homes and businesses were without power.
