The Portsmouth Town Council voted Monday night to deny a zoning change for lots on West Main Road.
A developer presented various concepts for the land, including one featuring a large store and another featuring smaller buildings.
The land near Cory's Lane is currently zoned as light industrial and residential. The developer wanted to change the zoning to commercial.
East Bay RI reports there was a large group of neighbors in attendance, many of whom opposed the zoning change.
