A groundbreaking ceremony was held Wednesday morning for a new affordable housing development in Providence's Smith Hill neighborhood.
The $12.5 million development will be called Visions II.
It will use 19 foreclosed and abandoned properties, as well as one new building, to create 52 affordable rental homes.
About half will be two-bedroom homes. Most of the others will be three-bedroom homes.
