Nichalas Laprade, a 29-year-old Pawtucket police officer, was arrested by Rhode Island State Police for an alleged incident during the early morning hours of Tuesday, Nov. 9.
In a report obtained by NBC 10, two women said they observed a man who appeared to be masturbating in the red pickup truck next to them, as both vehicles travelled south on Interstate 95 - and exited toward Route 6 in Providence. The passenger said the man had the dome light on and appeared to be smiling.
The passenger called police, who traced the truck's license plate number.
At state police barracks, the woman identified the off duty Laprade as the man they saw. Laprade admitted to being on the road, but told troopers he recently had hernia surgery. In the report, he said he was experiencing pain and the women saw him urinating into an empty gatorade bottle.
NBC 10 tried getting Laprade's side of the story. No one answered the door at his Johnston home.
NBC 10 has learned Laprade was one of two officers - caught on camera - sleeping in their cruiser earlier this summer. Both men were on duty and on the taxpayer's dime. Pawtucket Police said the officers were disciplined but would not identify Laprade because of protections under the police officers bill of rights.
In this latest incident, Laprade has been suspended with pay pending the outcome of the investigation.
