The Massachusetts Registry of Motor Vehicles has rescinded a $5 counter fee that went into effect only Monday, a message on its Web site said Tuesday.
The fee was charged to anyone who spoke to a Registry employee in person on the phone to renew a license, a registration or request a duplicate license.
The fee was not charged on transactions done online or through an automated telephone system.
The fee came as a surprise to the public and lawmakers alike. Critics called the fee a "back door" tax.
Registry officials said the fee was designed to encourage the use of online services.
In a statement, the RMV said it will refund the branch counter fee to any customer who paid it. Refund checks will be mailed to them within the next two weeks.
