NORTH PROVIDENCE, R.I.—A North Providence battalion chief for the Douglas Avenue station is accused of putting in for overtime he never worked.
David Charello, 50, was arraigned Wednesday on three felony counts of falsely obtaining overtime pay amounting to more than $2,200. He was released on $10,000 personal recognizance.
Police said Charello began doctoring his time sheet in April.
Mayor Charles Lombardi said that he’s concerned with the amount of overtime given out at both the fire and police departments.
“This is embarrassing but this is something that I need to bring to a head. I told the fire department and I told the police department let the chips fall where they may, we need to address this and we’ll see where it goes at this point in time,“ he said.
Lombardi said that on the advice from the city’s attorney, Charello was placed on paid leave.

Well, it’s too bad you’ve pre-judged Chief Charello. I have known him for over 20 years. I also know the mayor through our mutual service as call firefighters in the 1980s. So it’s all the more shameful that he is spreading such lies in the media. I refer not to the charge of $2,200 in overtime, but to the mayor’s pretended ignorance of how Chief Charello made nearly $90K with a base salary of $58K. It’s quite simple. There are 4 shifts, one chief each. There was a vacancy of one chief for about a year that the mayor did not fill. So the remaining 3 chiefs had to cover the 4th position for a year. Guess what? $58K times 1.5 is $87K in overtime, divided by 3 chiefs, each made $29K in overtime. Add that to Charello’s pay and you get $87K, or virtually all accounted for. The mayor is well aware of this. He also is aware that he’s spending nearly $1M in overtime because the FD is short by 10 firefighters, and he refuses to fill the vacancies. So that only leaves the choice of paying 1.5 times the salaries in overtime. Lombardi could cut overtime in half tomorrow by filling these vacancies. He knows this. He pretends not to, because he prefers to turn you against FFs so that he can garner support for cutting them below safe levels. Why would he endanger the public so, you ask? Because he has a long-standing grudge against certain people who served at Station 3, and 20+ years later he is carrying out his vengeance. The people affected know this. Use your intelligence and question the mayor’s motives. He also said in one media source that he took the data home in July to pore over it. In other sources, he said he merely had the police investigate. Have you not wondered where the dept chief is in all this? Why would the chief stand by and let this get out of control? Because Charlie put him there to be quiet and docile, and to let Charlie run the FD. Twice the chief has quit, and Charlie begged him to come back. I predict this time he will quit for good.
No I DO NOT believe he is the only one doing this. He got caught I hope more do. Said part is they are making better pay checks then many of us. Live within your means, stop trying to keep up with the jone’s & worrying about what you own verses the other person. I’m sure he as many others live a nice comfortable life.

We’re headed to 15% unemployment…..yet we can’t let go any state workers, teachers, police,.....GOD FORBID….some GOOMBAH"S brother-in-law may lose their job!!

1) State-gov’t corruption—ethics violation—we can’t even put these crooks in jail. The judges side with these scum.
2) Unsustainable pension-system for state-gov’t workers, (teachers, fire, police…..)..have you seen the latest shortfall here? Forget the budget deficit of $60 MILLION….The Pension Fund is short $1.2 BILLION….and the GENERAL ASSEMBLY said the TAXPAYERS owe this money to the state-workers, teachers, fire, and police. Meanwhile they are all grabbing OVERTIME PAY making over $100,000/yr.
