PROVIDENCE—Providence police and area colleges are cracking down on rowdy student parties in the city’s Elmhurst neighborhood.
City Councilor Michael Solomon says the five block area near Providence College is a “war zone” on weekends and he gets dozens of calls from residents complaining about student parties.
He says police along with PC, Rhode Island College and Johnson and Wales are collaborating on the crackdown dubbed “Operation Red Cup,“ after the red beer cups found littering the street gutters nearly every weekend.
He says there have been about 50 arrests in the past two weeks, mostly for underage drinking.
Solomon says he’d like to go after landlords who own properties that are the site of regular parties.

I also have been calling police and giving my name and address. I was told to also call Johnson & Wales security. I have talked to Mr. Brooks and put in a complaint numerous times. I have called the mayors office. This problem has been way out of hand and needs serious sanctions on both students and homeowners who are allowing this behavior. I confronted one rental homeowner who was allowing a large larger beer banner on her house. She of course would not allow such a banner in the neighborhood in which she lives but was doing noting about it on Pembroke until she was confronted by me. Where is personal responsibility? Where is sensibility. These are not young little children destroying this area, they are suppose to be responsible young adults who need to adhere to laws and regulations of the city but obviously because they are from out of state they feel they have the right to violate others rights to a quiet and peaceful neighborhood. This neighborhood also has hard working people who must get up in the morning and go to work. They have children who are seeing this bad behavior. One of the problems is that Johnson and Wales does not have school on Fridays, so they party on Fridays and Saturdays, and try to sober up on Sundays to get ready for school on Monday. There parties begin at 11:00 and continue through till 3:00 am. This area has required the police to constantly use up resources multiple times a night because of the constant influx of these students yelling, lewd behavior such as urinating where ever they want, throwing beer bottles and cups all over peoples yards and expecting them to clean up after them, screeching cars up and down the street with boom boxes in their cars turned up to the max so that they can wake the whole neighborhood. I myself have called the police many nights. One night while I was talking to the police a partier came around the corner doing about 35 - 40 mph on two wheels, I told the police to go ahead after the violator and they took off after him/her and cited them in the middle of the street on Pembroke. Last but not least at 3:00 to 4:00 am in the morning the students called numerous cab companies to pick up a load of drunk students to haul them off to who knows where. These cabbies beep their horns continuously waiting for the drunken students to come out from their party houses. Does this all sound like insanity that for three years now the city has finally found it appropriate to respond to the neighborhoods cry for help? Maybe turnto10 should take a look at the numerous complaints that have been called in over the last three years, and ask why it has taken so long for a crackdown on this problem. Two weeks about it was reported that Bristol had a problem with one house, I say again one house of such rowdy behavior as I have mentioned and the community responded immediately and sanctioned the homeowner and the students from Roger Williams. On Pembroke alone their are at least 25 triple story homes that are fully rented by students for partying purposes only. The word obviously has gotten out that this area is a party haven, come on over you can get away with partying all night long without any repercussions. I have lived here for 38 years and have never seen it as bad as over the last three years and it has been getting steadily worse week by week as soon as these students return from their own peaceful neighborhoods from out of state to begin school or should I say college? Well my question to the mayor and his administration is why am I paying taxes in this city? What is in all this insanity for me and my family? Most of all I would like to ask why are these colleges tax exempt? Why are they not sharing the burden of cleaning up after themselves? Why are the residents who really live here all year round have not heard or been represented by their city representatives? The police have known about this problem for some time and there have been no sanctions towards the students or the homeowners until now. This city has turned a blind eye to this terrible behavior until now. Up till now there has been no accountability by way of arrests, sanctions, or fines and it is about time we began.
This wouldn’t happen in Barrington.
I’ve been calling the police regarding Johnson & Wales student parties for years and haven’t had anything done. Not only did Providence police not respond half the time but when they did show up they didn’t do anything. I even went to the Prov. sub station to talk to the Sgt there regarding what could be done and never got a respons from him. Also, the party house was a hibitual violater. I went as far as to call the idiot landlord (slumlord) and never got a response from him. Landlords should be held responsible as should the students and the colleges.
What would Barrington do?
It’s not just the Elmhurst section. I live in the Mount Pleasant and parties go on here also. Had to call the police at 3AM Saturday morning!!
