Abitrator blocks city’s bid to change benefits administrator

Providence Mayor David Cicilline’s attempt to switch the health-care benefits administrator for city employees represented by labor unions has been denied by an arbitrator.
The Providence Journal reported that the arbitrator said by making the switch, the mayor would have violated labor contracts by diluting benefits.
Cicilline has insisted there would be no significant change in benefits and that the switch would save the city millions of dollars.
